If you want closer to 60, you want to reduce shadow settings, AA, unit size, contemplate turning off blood, possibly sharpening, lowering unit and texture resolution, and definitely do not use Screen space reflections and depth of field. What you're comfortable/happy with is also completely subjective, such as the 1060 guy above who is completely content with 40ish fps, which is probably mostly lower in actual gameplay (course I'm completely speculating, of course I don't know for sure, just based on the information I have). Otherwise, based on your specs and the days worth of research I've done examining this game's performance and different rigs, your system looks like its performing normal. Blood option is also very demanding in my experience, and probably needs some major optimization on CA's part (frankly the whole game probably does). Turning off FXAA and using large unit sizes seems to be the only way I've been able to avoid the stutter. Running most settings on High, just set shadows and trees to medium, ultra unit size with FXAA. In game benchmarks are pretty good but they just don't seem representative of actual gameplay as most of the stuttering and dips seem to occur with player camera movement. 2080s (base models, not TI's, dont know about supers) don't fare much better. Game stutters pretty much randomly and I'm just trying to get used to it at this point. I can't maintain stable fps on my r7 3700x and 5700xt so don't feel too bad.
